NWF files mostly belong to NavisWorks by Autodesk. An NWF file is a design review project created with NavisWorks computer-aided design review software package. Unlike an NWD file which is used to publish design reviews in NavisWorks, an NWF file doesn't contain the actual models and drawings in a project; it only references them. The NWF file is easily edited and shared without the need to publish it every time it is modified.
