Default Help needed opening an mib file

Somehow the windows component "paint" no longer appears in the system tools section of program accessories in my Windows XP home edition software.
I am able to locate the file on my XP installation disk, but when I attempt to install it, I am prompted to first open a file by the name of accsrv.mib.
When I attempt to open the accserv.mib file I am asked what program I want to open the file with; and of course I have no idea and am directed to this and similar web sites to attempt to find out how to open that file.
I would appreciate any assistance:
1). instructing me on how to open the file AND
2). any cautions and/or other instructions I should be aware of when opening such a file (for surely there is a reason it is not easily accessed; even though it is on my Windows XP Home Edition installation disk).
This problem has been driving me crazy and eating up way too much of my time to date.

See if it's here...

C:\Windows\ServicePackFiles\i386\accserv.mib

...and, if so, make a copy of it here...

C:\Windows\System32

Otherwise, you'll have to find the accserv.mi_ file on the install disc and expand that to the System32 folder...
