What is a PROJECT file?

PROJECT files mostly belong to Eclipse by Eclipse Foundation. A PROJECT file contains information describing an application project created with Eclipse integrated development environment. Information stored in a PROJECT file include the project's name and workspace settings encoded in XML format. An Eclipse PROJECT file makes a project self-describing, thereby, allowing a zipped project to be correctly recreated in a different workspace. How to open PROJECT files

You need a suitable software like Eclipse to open a PROJECT file.
