How to open FEL files

The files are often between 1 KB and 100 KB in size. The files contain the following words: (fel_version 0.1), name, comment, (length_type "Both"), (define ((type punch), attach_type, (punch_category "Std") and (punch_type "Std"). Examples of file names are AFH_punch_A.fel or Punch.fel.
