How to open XLE files

XLE files are between 83 KB and 4 MB in size. The file type is very recent. The files contain the following words: <Body_xle>, <File_info>, Date, Time, <Company></Company>, <LICENCE></LICENCE>, <?xml version="1.0" ?> and <FileName></FileN.
• 35% of all XLE files internally utilize the UTF-16 (LE) file format. UTF-16 (LE) is an character encoding system for Unicode. UTF-16 files can be viewed in any modern text editor. These files start with the two bytes FF FE, the so called byte order mark (BOM). These files are binary files, so they do not contain text, but only cryptic characters. The average file size is 3 KB with most files being between 2 KB and 5 KB in size. Certain words are almost always found in the files, such as xc_min, 2019/07/15 and Claire-Maltodex-VA-200kpa.afg. Files like these are sometimes connected to coffee, creamer and sucrose.
