The keywords lSystem.Resources.ResourceReader, mscorlib, Version=4.0.0.0, Culture=neutral, PublicKeyToken=b77a5c561934e089#System.Resources.RuntimeResourceSet and PADPADP are typical for these files. A common filename is 0.rsrc.

How to solve problems with RSRC files
