How do you open VCA files?

The contents of these files can even be read by a human. The files are on average 960 bytes in size and range from 940 bytes to 970 bytes. Several words can almost always be found in the files, e.g. LicenseeName, RegDate, SerialNumber, StreetAddress, [VCDS_registration], lchahh, Company= and CityState.
