WEA files mostly belong to EnergyPlus. The WEA file extension is used for two distinct purposes.
Weather Data Files use this extension to store environmental parameters. WEA file extension format:

A file format defines how the data in the file is structured. The initial characters of a file are called signature, sometimes also referred to as "magic bytes". The signature can be used to infer the file format. However, different programs can use the same file extension. Furthermore, a file extension can be renamed incorrectly and double-clicking on it will then display an error when it is opened. The WEA file extension is not common and includes various formats for various programs. The two most common formats are as follows:

• 10% of all WEA files use the same file format, which can be identified by the letters "00 00" at the beginning. They consist of unreadable binary data. The average file size is 270 KB with most files being between 11 KB and 1 MB in size.
