What is a DD file

None of the above: If the file is not an image, the DD extension might be referring to a compressed file archive created by the DiskDoubler, a file archiving and compression tool for MacOS.

How can I open a DD file?

You need a suitable software like IsoBuster to open a DD file. Without proper software you will receive a Windows message "How do you want to open this file?" or "Windows cannot open this file" or a similar Mac/iPhone/Android alert.
